On July 4, Brazil’s official announced that after a nine-month investigation, it decided to impose a 182% anti-dumping surcharge on China’s imported semi-finished products and accessories (shoe and sole). This is Brazil's decision in March 2010 to impose anti-dumping duties of US$13.85 per pair of finished shoes imported from China and set the period of validity to five years. Brazil has again tightened its restrictions on footwear in China.

This time Brazil once again imposes a high anti-dumping surcharge on China's imported semi-finished shoes and accessories. It will once again hit the Quanzhou company and may even completely lose the Brazilian market. The main influence is threefold: First, the export of semi-finished products and parts and components is restricted. Second, re-export trade is also difficult to avoid high tariffs. Some of the original shoe companies will be deemed to evade anti-dumping actions by assembling semi-finished products and parts and components into Vietnam or Indonesia. Brazil’s footwear exports must be subject to anti-dumping duties at the previously determined anti-dumping rates. Measures may also be adopted by other countries in South America, such as Argentina, Peru, and Chile.

In response, the Shishi office of the Quanzhou Inspection and Quarantine Bureau recommended relevant departments: First, pay close attention to Brazil's tightening of relevant information on China's footwear restrictions, and guide enterprises to communicate with customers in a timely manner so as to avoid obstruction of product exports. The second is to guide enterprises to “go global” and go directly to Brazil and other South American countries to open processing plants. With regard to the current labor cost, even if no additional tax is levied, semi-finished products are exported to Brazil and the profits are also very thin. If you build a factory in Brazil and export it in the form of raw materials and equipment, you can better control costs. The third is to guide exporting companies to enhance their R&D capabilities, develop new shoes and new processes, increase their core competitiveness, and shift from quantitative growth to quality improvement, and develop international markets beyond Brazil with brands and quality.
